Local Service Agent — UAE Mainland

UAE national-required position for certain UAE mainland Professional Licence company forms. A non-shareholder facilitating regulatory/administrative liaison. Annual fee USD 3,000–8,000.

Following the 2021 Commercial Companies Law amendments, most UAE mainland LLCs no longer require a UAE national shareholder — 100% foreign ownership is now the default for commercial LLCs across most sectors. However, certain UAE mainland Professional Licence structures and certain Strategic Impact Activities still require a Local Service Agent (LSA): a UAE national who acts as an administrative liaison with government authorities but holds no shareholding interest and has no claim on profits.

The LSA is appointed under a notarised LSA Agreement, paid an annual fee (typically USD 3,000–8,000 for a standard professional licence), and acts as the company's representative for visa issuance and government correspondence. The LSA has no operational role and no decision-making authority.
